This market already had its drama: California's June 2 top-two primary ended the field, and the general is Xavier Becerra (D) — Biden's HHS Secretary and former state AG — against Steve Hilton (R), the British-born ex-Fox host running with Trump's endorsement. Tom Steyer finished third; Sheriff Chad Bianco took ~11%; and early frontrunner Katie Porter collapsed out of the top two after a resurfaced 2021 video of her berating a staffer crystallized a temperament storyline she never shook — she said afterward she's "done for now with politics" (CalMatters, May 2026).
Becerra at ~96¢ is polling plus money plus history: Berkeley IGS (Aug 3–9) has him up 55–37, he's out-raised Hilton roughly 7.5-to-1 since the primary ($6M vs $812K, CalMatters), and Cook and Sabato both rate the race Safe D. But the price isn't pretending he's clean. Debate rivals hammered his HHS record — the department losing contact with tens of thousands of unaccompanied migrant children, some later trafficked — which Becerra waves off as a "MAGA talking point" (NBC/Fox debate coverage); close aides pleaded guilty to siphoning ~$225,000 from a dormant Becerra campaign account; and — worth flagging on this page of all pages — CalMatters reported Kalshi-linked money backing Becerra's campaign while the platform priced his race (CalMatters, June 2).
Hilton's 4¢ is the price of a Trump endorsement in a state where Trump is deeply underwater — only 4% of Hilton's own supporters cite it as their reason (Berkeley IGS). His play is separation: an August ad blitz arguing that opposing Trump isn't opposing Hilton, a "California DOGE" deregulation platform against Becerra's 11-point AI-regulation plan, and a war on Newsom's Prop 50 remap — "totally corrupt and it's unconstitutional and it is illegal" (CBS News) — which Becerra defends as keeping Trump's "thumb off the scale." The one real mover: the IGS margin tightened from 25 to 18 points in a month. That's what a 4¢ lottery ticket looks like — a real trend, still three touchdowns short.
