A passing touchdown prop looks like a question about a quarterback. It isn't. Over the last two NFL regular seasons, the average starting quarterback threw exactly 1.50 touchdown passes per game: 1.49 in 2024, 1.51 in 2025, across 1,021 starts. That number barely moves. What moves is which side of it you land on, and that gets decided almost entirely by a handful of snaps inside the 20-yard line.
That stability is the whole story of this market, and it cuts both ways. It is why a sportsbook can post the same line on nearly every quarterback in the league, why the only lever the book has left is the price, and why the juice on passing touchdowns runs worse than what you pay on passing yards. It is also why one signal in pro football actually moves your number, and it isn't the name on the jersey. There's a quarterback in our data who proves that point better than anyone. I'll get to him.
A passing touchdown prop asks how many touchdown passes one quarterback throws in one game. Books post it as an over/under, almost always at 1.5, occasionally at 2.5 for an elite arm in a shootout or 0.5 for a backup in a rainstorm. Alt lines sit above and below.

Here is every start from the 2024 and 2025 regular seasons in which a quarterback threw at least 20 passes. That's 1,021 games, pulled from the public nflverse play-by-play data:

The row that should stop you is 0 touchdowns: 21.1%. Better than one start in five, a starting NFL quarterback throws zero touchdown passes. Any starting quarterback, including the best ones. That is not a bad-quarterback rate; it's the base rate of the sport. Every time you take an over here, you are accepting roughly a one-in-five chance the bet is dead before it has a pulse.
Add the top three rows and you get the number that prices this market: over 1.5 passing touchdowns hits 45.9% of the time. Under is the majority side. A coin flip it is not.
Rare, roughly independent events arriving at a stable rate produce a Poisson distribution. It's the same curve that describes how many customers walk into a store in an hour. Passing touchdowns fit it almost eerily well:

Four of the six rows land within a single percentage point of a textbook curve fed nothing but the league average. That model has never watched a football game. It doesn't know who Josh Allen is. It goes 4-for-6 anyway.
The gap worth studying is the 2-touchdown row: 28.2% actual against 25.1% predicted. Real quarterbacks throw exactly two a little more often than pure randomness says they should, because offenses aren't truly random. They cluster around a game plan and a script. But that 3-point bulge is the entire measurable footprint of NFL coaching, scheme, and quarterback talent on this distribution. Everything else is noise wearing a jersey.
This is the part I'd underline. When a market's payoff structure sits that close to a random process, your edge cannot come from being smarter about football. It has to come from the price.
Now the two facts collide, and the market's whole design falls out of it.
A passing yards prop is a continuous market. The book wants a coin flip, so it hunts for the number that splits the outcome in half (246.5, 247.5, 248.5) and tunes it in half-yard steps until both sides sit near -110. The line does the work, and the juice stays modest.
Passing touchdowns can't do that. The outcome is a whole number. There is no 1.7. The book has exactly two usable lines, and look at what sits between them:
One notch on the line is a 346-cent move in fair price. No half-step, no fine adjustment, nothing in between. So when a book thinks a quarterback is a shade better than baseline, it cannot nudge the line. The only place that opinion can go is into the price.
That has two consequences, and the second one is the useful one.
First, the hold on this market lives entirely in the juice, which is why passing touchdown props rank among the more expensive prices on the prop menu. You pay the book's whole opinion in one number.
Second, and this is the opening: every disagreement between two sportsbooks also shows up as price, not line. On passing yards, two books that disagree post 246.5 and 248.5, and you have to decide which number you even want. Say a book posts Over 1.5 passing touchdowns on a starting quarterback and you're deciding whether to take it. The workflow runs three steps, and none of them start with the quarterback.
Do this and you'll notice something uncomfortable. The honest fair price is +118, and the over is frequently offered at less than that. The market's default state on this prop is "the over is a little expensive." That's a stance worth carrying into every card.
If the quarterback's name barely moves the distribution, what does? Field position and play calling.
Across all 272 games of the 2025 regular season, 71.1% of passing touchdowns were thrown from inside the 20-yard line. 47.7% came from inside the 10. Nearly a third, 29.5%, came from inside the 5. A passing touchdown prop is not a bet on a 60-yard bomb. It's a bet on what a coordinator calls on 2nd-and-goal from the 4.
Which makes red-zone pass rate the number to check. Here's the 2025 spread:

Arizona threw it on 69.2% of its red-zone snaps. Baltimore and Washington threw it on 40.1%. That's a 29-point gap in how often a quarterback is even handed the chance to throw a touchdown from the only place most of them get thrown, and it towers over the gap between most quarterbacks' talent.
One honest caveat, because it matters: Arizona's number isn't pure scheme. Teams that trail throw more, in the red zone and everywhere else, so a high red-zone pass rate is partly a confession about the defense. That's exactly why you read it next to the game lines. A pass-heavy red-zone team getting points is a different bet than a pass-heavy red-zone team laying a touchdown, even though the prop looks identical.
Baltimore's 40.1% is the mirror image: a team that hands the ball to its quarterback near the goal line and asks him to run it in himself. Those touchdowns count for the offense. They do nothing for the passing prop. That's the trap in one sentence. A great quarterback on a team that runs it in from the 3 is a worse passing touchdown bet than a mediocre one on a team that throws it.
Some. Here are the 32 quarterbacks with at least 14 starts across 2024–25, sorted by how often they cleared 1.5:

So the name isn't nothing. A 75% Burrow and a 13% Rattler are not the same bet. But look at the sample sizes. Twenty-four games is a season and a half. A 75% rate over 24 starts is not a 75% forecast; it's a noisy estimate that regresses hard toward 1.50. The honest read is "meaningfully above baseline," and you should distrust any price that treats it as more precise than that.
Now, the quarterback I promised you. Jacoby Brissett cleared 1.5 in 58.8% of his starts while averaging 1.47 touchdowns per game, which is below the league average. He was a top-eight over-1.5 quarterback and a below-average touchdown passer at the same time.
That isn't a paradox. It's the Poisson curve doing exactly what Poisson curves do. The prop doesn't pay on the average; it pays on a threshold. A quarterback who throws two a lot and zero rarely beats 1.5 more often than a boom-bust arm with a gaudier mean who alternates four-touchdown games with duds. Reading the season-long touchdown total is the single most common way people misprice this market. Ask how often he clears two, not how many he averages. Those are different questions, and only one of them is on your bet slip.

What's the best stat for predicting passing touchdown props? Red-zone pass rate. In 2025, 71.1% of passing touchdowns were thrown from inside the 20 and 47.7% from inside the 10, while team red-zone pass rate ranged from 69.2% down to 40.1%. That spread is bigger than the gap between most quarterbacks.
Are passing touchdown props better than anytime touchdown props? They're different bets with different structures. Anytime touchdown props hinge on which individual gets the goal-line work; passing touchdowns hinge on whether the team throws it there at all. Should I bet over 2.5 passing touchdowns? Only at a price better than about +464, which is the honest baseline. Three-touchdown games happen 17.7% of the time. The payout is large because the event is rare, not because the bet is good.
Two seasons, 1,021 starts, and the average never budged off 1.50. A curve that has never seen a football game predicts this market to within a point on most rows. The book can't move the line, so it moves the price. Nearly three-quarters of the touchdowns come from a patch of grass 20 yards deep, and whether your quarterback gets to throw from it is a decision his coordinator makes rather than one he earns.
None of that makes the market unbeatable. It means the market is beatable in a specific way, and handicapping the quarterback harder is not it. Anchor to +118. Then take the best number on a line that every book in the country has already agreed on, because when everyone posts the same 1.5, the only thing left to win is the price.
